Government Degree College Frisal, Homeshalibugh Established in 2019 Govt. Order Number 266 HE of 2018 dated 11-04-2018 is a center of higher learning in the north of district head quarter Kulgam. This institution has been established to look after the Higher Education needs of the people residing in starting plains of the river Vishnu. A fertile land elevated by waters from Kousarnag and extreme left peripheries of foot hill apple orchards. Prof. Ab. Rehman Najar assumed the charge of the institution as Nodal officer and Prof. Gulzar Ahmad Ganie the deputy for the functionality and officiality of the College. In the next year College started its admission process and saw the furious response from the student community and 122 number of students were admitted as the first batch in the institution. As the tradition goes, this College also started its journey from Arts subjects, but in a little time duration it succeeded to add other academic streams as well. Now they are numbering eleven and are multi-disciplinary in nature, comprising of languages, humanities, social sciences, environment, and economy.  Descriptively English, Urdu, Kashmiri, Sociology, Education, Political Science, History, Economics, Environmental Science and Commerce are the Core/Major as well as Elective/Minor subjects currently taught in the College. It has moved another plea for the affiliation of the some more subjects including, Arabic, Persian, Geography, Islamic Studies, and Computer Applications and is optimistic about the approval. At present the College is offering B.A, B.Com, and Honors courses in above subjects, with a substantial enrollment of students. It has succeeded to pass out the two batches  till now . The institution is affiliated to University of Kashmir, Srinagar.the institution is having 63.4 kanals of land in which there are 4 buildings completed and the main college building G+2 under construction. Multipurpose sports hall and principal office as well as examination cell is also under construction and will be completed very soon.the college has approx.1 acre play field. well equipped library is there in the college which fullfills the demand of students and faculty.There are 11 departments in the college viz. Education, Economics, English, Environmental science, Commerce, Kashmiri, Sociology, Mathematics, History ,Political Science and Urdu, with vibrant faculty .
