Brief Profile
Government Degree College Frisal, Homeshalibugh, Kulgam, was established in the year 2019 vide Government Order No. 266-HE of 2018 dated 11-04-2018. The institution was established with the objective of catering to the higher educational needs of the people residing in the northern belt of District Kulgam, particularly the areas situated along the fertile plains nourished by the waters originating from the pristine Kousarnag Lake and the foothills renowned for their apple orchards.
The College commenced its academic activities with the admission of its first batch in 2020. In its inaugural admission session, the institution received an overwhelming response from the student community, enrolling 122 students. The enrolment witnessed a significant increase in subsequent years, and the College presently caters to nearly 300 students pursuing various academic programmes. Beginning its journey with Arts subjects, the institution has steadily expanded its academic profile and emerged as a promising centre of multidisciplinary higher education in the region.
Affiliated with the University of Kashmir, Srinagar, the College has successfully graduated three batches of students and continues to provide quality higher education to learners from the surrounding rural and semi-urban areas. At present, the College offers Bachelor of Arts (B.A.) and Bachelor of Commerce (B.Com.) Honours programmes under the National Education Policy (NEP) 2020 framework. The institution currently offers Major and Minor courses in ten disciplines, namely English Literature, Urdu Literature, Kashmiri Literature, Education, Sociology, Political Science, History, Economics, Commerce, and Mathematics. The College has also submitted proposals for the introduction of additional subjects including Arabic, Persian, Geography, Islamic Studies, and Computer Applications and remains optimistic about securing the necessary approvals in the near future.
Spread over approximately 63.4 kanals of land, the institution is steadily developing its physical infrastructure to meet modern educational requirements. ICT-enabled prefabricated classrooms equipped with contemporary teaching-learning facilities and a well-furnished Seminar Hall has already been completed. The construction of the Main College Building (G+1) and a Multipurpose Indoor Sports Hall is presently underway and nearing completion.
The College is equipped with a modern Browsing Centre, Multipurpose Hall, Resourceful Library, IT Cell, Examination Cell, safe drinking water facilities, and other essential student support services. The College also possesses an approximately one-acre playground that facilitates sports, recreational activities and the overall physical development of students. A well-equipped library with a growing collection of books, journals and reference materials adequately caters to the academic and research needs of both students and faculty members. The institution remains committed to providing a conducive, inclusive and learner-centric environment supported by modern facilities and quality educational resources. Notably, the College serves a predominantly female student population, providing them with access to quality higher education in a safe and supportive academic environment close to their homes.
Several major infrastructure projects, including the Second Phase of the College Building (G+2 with Truss/Roofing), Boundary Wall, Campus Landscaping, Levelling of Ground, Construction of a Chowkidar Hut and a College Canteen, have been proposed and forwarded to the Higher Education Department for approval and are in pipeline. These projects are expected to significantly enhance the academic and physical environment of the institution.
The academic strength of the institution lies in its vibrant Departments of Education, Economics, English Literature , Commerce, Kashmiri, Sociology, Mathematics, History, Political Science and Urdu Literature. These departments are staffed by dedicated and qualified faculty members committed to academic excellence, innovation, research and the holistic development of students.
